STEWARDS REPORT FOR KILMORE

Trainers with multiple horses engaged in any given race were questioned as to the intended driving tactics to be adopted

GENERAL: 

Stewards reconvened from the Gunbower harness meeting (race four) on 8 December 2024, at the Kilmore harness meeting on 12 December 2024 - 

Zac Phillips, driver of SISTA EVARISTA was cautioned for leaving the track prior to clearance from Stewards. 

Zac Phillips, driver of SISTA EVARISTA was found guilty of a charge under AHRR 168(1)(e) which reads "a person shall not before, during or after a race drive in a manner which in the opinion of Stewards is improper, with the particulars of the charge being that "as the driver of SISTA EVARISTA when the mare galloped on the second occasion rounding the first turn and upon entering the front straight that when restraining his drive, Mr Phillips has excessively and forcefully applied pressure to each rein over a prolonged period, on each side of the mare's mouth, whilst leaning out the back of the sulky; actions in which in the opinion of Stewards were overly forceful and improper" In determining penalty, in accordance with the HRV Minimum Penalty Guidleines, Stewards considered Mr Phillips not guilty plea, good record under this rule with this being a first applicable offence, prior penalty precedents for this rule, the image in which actions of this nature portray the harness racing industry, the industry notice dated October 2021 in which participants were placed on notice regarding their requirements of same, and issued Mr Phillips a fine the sum of $500, of which $250 was suspended for a period of two (2) years, provided that Mr Phillips does not reoffend in that time. Mr Phillips was advised of his appeal rights. 

RACE 1 – O'BRIEN ELECTRICAL PACE (1690 MS)

DENZIL DEBRO – hung out score-up and then hung out sharply entering back straight final occasion; warning issued.

STAR CONNECTION – hung in after the start. Tightened by ALTIUS (Tristan Larsen) as that runner shifted down the track. Raced roughly shortly thereafter.

DEEBRAXTON – raced roughly in the early part of the score-up; warning issued.

ALTIUS – pulled hard score-up. Driver Tristan Larsen was cautioned for the manner in which he allowed or directed ALTIUS down the track through the early stages of the event, locking wheels and inconveniencing JETTER SON (Alex Ashwood) as a result. STAR CONNECTION (Jack Laugher) who was positioned to the outside of JETTER SON and to the inside of ALTIUS at the time was tightened and momentarily paced roughly. Continued to pull hard through the early stages when being restrained into a position thereafter; warning issued.

JETTER SON – inconvenienced by ALTIUS shortly after the start when that runner shifted inwards; locked wheels with the latter as a result.

RACE 2 – BUDS & BRANCHES FLORIST PACE (2180 MS)

ACE DUIGAN – pre and post-race veterinary examinations in accordance with the HRV Animal Welfare policy having attained 200 or more lifetime starts. No obvious abnormalities detected either examination.

MURIEL – Stewards delayed the all-clear to ascertain whether MURIEL had gained an advantage over other runners when racing inside the line of the final marker peg prior to the entrance of the sprint lane. Subsequent to submissions from driver Ryan Sanderson and via their own observations, Stewards were of the view that whilst MURIEL did gain an advantage when racing inside the line of the last marker peg, it was not enough to cancel out the final margin of 1.8m and declared all-clear on the judge’s numbers. Mr Sanderson was fined the sum of $100 under AHRR163(1)(c) for directing or allowing MURIEL to race inside the line of the last marker peg.

TEX GOES BANG – raced roughly under pressure concluding stages.

RACE 3 – MC SECURITY 4YO & OLDER MAIDEN PACE (1690 MS)

SWEET FACE – pulled hard in score-up and contacted barrier arm; warning issued. Contacted a marker peg back straight final occasion. Galloped approx. 250m; last chance to race tractably.

LORINO – post-race veterinary examination revealed the presence of blood from one nostril; stood down pending the completion of one (1) satisfactory trial.

FIELD OF POPPIES NZ – tightened at approx. 200m and contacted marker pegs prior to the entrance of the sprint lane. Sustained a flat tyre shortly thereafter. Stewards reviewed several angles of footage yet could not be comfortably satisfied as to how the flat tyre was sustained and therefore took no action.

CINCINNATI – Stewards delayed the all-clear to establish whether the gelding had obtained an advantage when racing inside the line of the final marker peg. Subsequent to submissions from driver David Murphy, and their own observations, Stewards could not be comfortably satisfied that any advantage was gained and declared all clear on the judge’s numbers. Mr Murphy was issued with a caution for allowing the gelding to contact the final marker peg prior to the entrance of the sprint lane.

TRIROCKIN – hung in under pressure at approx. 200m, crowding FIELD OF POPPIES NZ (Juanita Breen).

BACKBEACH PETER – galloped score-up, out of position when start effected; continued exclusion from future mobile starts. Trailed the field thereafter.

STILL PLAYIN NZ – inconvenienced by BACKBEACH PETER (Ginger Gleeson) through the early part of the score-up, with driver Steven Matson being contacted and losing his balance momentarily. STILL PLAYIN NZ was out of position when the start was effected as a result and no action was taken given the circumstances. Hung in rounding the first turn and contacted several marker pegs.

RACE 4 – C+M BUILD GROUP 0-2 LTW TROT (1690 MS)

MILLY METER – tired to be beaten 66.3m into eight placing; warning issued.

WILL PATRICK – tired to be beaten 85m into ninth and last placing; stood down pending the completion of one (1) satisfactory trial owing to recent record.

MASSIF CENTRAL – pulled hard when leading the event.

RACE 5 – JET ROOFING CONCESSION DRIVERS PACE (1690 MS)

EYE SEE AMOUR – driver Riley Pace was cautioned for allowing his right foot to become removed from the sulky footrest when driving the gelding out over the concluding stages. In not acting further, Stewards considered the submissions from trainer Jodi Quinlan and the fact Mr Pace’s foot was not placed in the vicinity of the gelding’s hindlegs.

HURRIKANE DUSTY – hung in marginally at approx. 200m and contacted the final marker peg prior to the entrance of the sprint lane.

MONSIEUR FLAMEL – pulled hard throughout when travelling outside the leader. Driver Regan Clarke was reminded of her obligations regarding the manner or action in which she applies the whip to her drive over the concluding stages.

INDI PARTY MOOD – inconvenienced entering the home straight with one lap to run when the speed slackened in the running line.

BUDD SIDEWINDER – pre and post-race veterinary examinations in accordance with the HRV Animal Welfare policy having attained 200 or more lifetime starts. No obvious abnormalities detected in either examination.

YANKEE GAMBLER – inconvenienced when entering the home straight with one lap to run when the speed slackened in the running line.

RACE 6 – TAB 3YO MAIDEN PACE (2180 MS)

SCATTERSHOT – checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped.

LILSTREPO - checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped.

JUDAH - checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped. Tired to be beaten 69.9m into ninth and last placing thereafter; warning issued for beaten margin.

JANIEBQUICK - checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped.

ONE FOR MIKI - checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped.

CLARA ROCKS – hung out through early stages. Veered inward passing the 1500m and jumped a marker peg, galloping thereafter and veering outwards checking several runners. Continued to hang out for the rest of the event. Stood down pending the completion of one (1) satisfactory re-qualifying trial owing to collective behaviours.

VILLAROCK - checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped.

CYCLONE BELLA NZ - checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped.

VINCENT GRANGE - checked in the back straight on the first occasion when CLARA ROCKS (Allan McDonough) veered in, jumped a marker peg and galloped.

RACE 7 – CARLTON & UNITED BREWERIES CONCESSION DRIVERS PACE (1609 MS)

SIRIUS MAJOR – fractious scoring up and out of position when start effected; exclusion from future mobile starts.

ISLAND CAESAR - Stewards adjourned an inquiry into the circumstances surrounding the gelding running through the second quarter of the event in 33.1 seconds (1.1 second outside the requirement) when leading the event. 

At Geelong on 20 December 2024, Georgia Hayward, driver of ISLAND CAESAR (Kilmore 12 December 2024) was fined the sum of $100 under AHRR162(1)(y) for allowing the gelding to run through the second quarter of the event in 33.1 seconds (1.1 seconds outside the requirement) when leading the event. 

RACE 8 – BERALDO COFFEE PACE (2180 MS)

OUR FIRE AND DELIGHT NZ – driver Taylor Youl was reminded of her obligations in allowing the required clearance ahead of other runners when progressing down the track and heading into and around the first turn.

REMI LOU – Stewards refrained from acting and noted the circumstances when the first half of the last mile (804.5m) was run in 64.9 seconds (0.9 seconds outside the requirement) given REMI LOU (Allan McDonough) had not crossed down to the lead in front of OUR FIRE AND DELIGHT NZ (Taylor Youl) until after the mile (1609m) therefore the first part of that sectional could not be wholly attributable to the former.

FANCY FREE – tired to be beaten 64.6m into eight and last placing; warning issued. Driver Josh Duggan could offer no tangible explanation for the performance and conveyed his disappointment in the overall effort. Post-race veterinary examination failed to reveal any obvious abnormalities.

RACE 9 – BROADSTEAD KILMORE TROT (2180 MS)

WEMADE FREO – held up and inconvenienced behind the tiring CREDULOUS from approx. 300m.

KYVALLEY PICASSO NZ – trainer Brent Lilley was cautioned for not advising dual-runner tactics by the prescribed time. Driver Tristan Larsen was fined the sum of $100 under AHRR162(1)(y) for allowing the gelding to run through the first half in 65.8 seconds (0.8 seconds outside the requirement) when leading the event.

AMOUR MATERNAL – galloped under pressure over the concluding stages when first past the post and in accordance with VLR155(1)(A) which reads "any horse which has broken gait free of interference, and remains in the incorrect gait when its nose reaches the finish line, and is covered by any other horse or horses in the correct gait it shall be placed behind such horse or horses. (2)  For the purposes of sub-rule (1) “covered” means when a horse has its nose in line with any part of the breaking horse’s body excluding its tail or extended hind legs when the nose of the horse which has broken gait reaches the finish line"  therefore given AMOUR MATERNAL was being "covered" by AT THE DISTANCE at the time was then placed one position behind that runner, AT THE DISTANCE was promoted to first placing, with the new numbers of 4 – 2 – 6 – 7.

PROHIBITED BID NZ – galloped in the score-up, out of position when start effected; continued exclusion from future mobile barrier draws.

SILENT REVERIE – trotted roughly after the start; continued exclusion from future mobile barrier draws.
