HRV Stewards Decision – Mr Paul Cauchi
In November 2021 and March 2022 respectively, HRV Stewards commenced an investigation regarding the welfare of a 2YO Colt named ‘Paul Watching’ and a 2YO Filly named ‘Dream Of Ocean’ being trained by Mr Paul Cauchi. As a result of these investigations, on 27 April 2022, HRV Stewards suspended Mr Cauchi’s trainers licence under rule 183(d) of the Australian Harness Racing Rules (AHRR) pending the outcome of that matter.
Resulting from the HRV welfare investigations, the Royal Society for the Prevention of Cruelty to Animals (RSPCA) commenced an investigation against Mr Cauchi regarding the welfare of horses ‘Paul Watching’ and ‘Dream Of Ocean’. Subsequently Mr Cauchi was charged by RSPCA with offences pursuant to the Prevention Of Cruelty To Animals Act 1986 (POCTA) and as a consequence was disqualified from owning or being in charge of a horse for a period of five (5) years from 8 February 2024, pursuant to Section 12(1) of POCTA and without conviction, fined the sum of $3000.00.
Resulting from the RSPCA investigation and subsequent finding of guilt at the Sunshine Magistrates’ Court, Mr Cauchi was subject to AHRR 267(1) which states:
Subject to sub-rule (2) the Stewards may for such period and on such conditions as they think fit, disqualify a person who is found guilty of a crime or offence in any State or Territory of Australia or in any country which is punishable by a term of imprisonment.
HRV Stewards Decision
Based on the findings of the Sunshine Magistrates’ Court and considering the following factors in accordance with the AHRR:
Mr Cauchi was disqualified for 12 months effective from 9 July 2024.
